St Lucia Senior Cop Sexual Misconduct Case: DPP Clears Three Files

Police Commissioner says three of four allegations against the senior officer show no prospect of legal action.

CASTRIES, St Lucia — The St Lucia senior cop sexual misconduct case has taken a significant turn, with the Office of the Director of Public Prosecutions (DPP) determining there is no basis for charges in three of the four complaints filed against the officer.

Police Commissioner Verne Garde confirmed the development during a press briefing on Thursday, saying the DPP has so far reviewed three of the case files referred for legal guidance.

“I did make a pronouncement that I sent all four of the respective files to the Office of the DPP,” Garde said. “I must say that this morning I had a conversation with the DPP, who has been able to go through the first three files in that matter. The Director of Public Prosecutions has instructed them that there is absolutely no prospect of legal proceedings on any one of these matters.”

Fourth File in St Lucia Senior Cop Sexual Misconduct Case Still Under Review

The update follows Garde’s earlier statement in April, when he reported that two files had already been reviewed by an investigator. At the time, he explained that “with an abundance of caution,” those files were forwarded to the DPP to allow for independent examination and recommendations.

According to Garde, all four case files have now been submitted to the DPP’s office, with the remaining file still under review. He did not disclose the identity of the officer or the specific nature of the allegations.

The RSLPF has faced increased scrutiny in recent months over its handling of misconduct claims involving senior personnel. Critics have pointed to what they describe as a culture of impunity within the force, a concern examined in detail in SLP and the RSLPF: Culture of Impunity.

Police officials have emphasized the importance of due process, noting that the DPP’s independent review is a critical step in ensuring fairness and transparency. The Commissioner did not provide a timeline for when the final determination on the fourth case would be made.
