Strengthening Global Trust: St. Kitts Due Diligence Unit Enhances CBI Program Compliance

BASSETERRE, St. Kitts — The Government of St. Kitts and Nevis has announced the establishment of the Continuing International Due Diligence (CIDD) Unit to enhance the country’s Citizenship by Investment (CBI) Programme. This strategic move aims to bolster the nation’s international reputation and ensure rigorous due diligence on economic citizens.

According to the Caribbean Times, the CIDD Unit will be led by the former Commissioner of the Royal St. Christopher and Nevis Police Force, who is currently the Ambassador for the Eastern Caribbean States to the Kingdom of Morocco. Prime Minister Dr. Terrance Drew, who oversees Citizenship and Immigration, revealed this development during the National Assembly session on June 14.

Strengthening International Confidence with the St. Kitts Due Diligence Unit

Dr. Drew emphasized the critical role of the St. Kitts due diligence unit in maintaining the Federation’s integrity on the global stage. “We are serious, and we want to ensure that we engender confidence in our international partners and that we are serious about their security as well,” Dr. Drew stated during the second reading and debate on the Citizenship by Investment Unit Bill, 2024.

Headquartered in Europe, the CIDD Unit will conduct ongoing due diligence on St. Kitts and Nevis’ economic citizens worldwide. This includes ensuring that these citizens comply with the laws of the countries they reside in and respect international regulations.

Operational Mandate of the St. Kitts Due Diligence Unit

The CIDD Unit’s responsibilities are comprehensive. It will alert the Ministry of National Security about St. Kitts and Nevis citizens under investigation or charged with financial or other crimes internationally. Furthermore, the unit will liaise with international law enforcement and agencies focused on anti-money laundering and anti-terrorist financing when necessary. Additionally, the CIDD Unit will be responsible for retrieving passports issued by St. Kitts and Nevis that have been canceled under the Passport and Travel Document Act, in accordance with Principle 5 of the US-Caribbean roundtable on CBI.

In addition to these measures, the CIDD Unit will develop policies to mitigate and address any risks associated with citizens who obtained their status through the CBI program. “Making sure that there would also be strict security measures to protect ourselves and our international partners,” Dr. Drew assured.

Global Reach and Security

The establishment of the St. Kitts due diligence unit marks a proactive step by the St. Kitts and Nevis government to safeguard its CBI program from potential abuses and to reinforce the program’s credibility among international stakeholders. By setting up this unit in Europe, the government aims to enhance its vigilance over its economic citizens, ensuring they adhere to legal standards globally.

The CIDD Unit is set to become operational by July 31, reflecting the government’s commitment to swiftly implementing measures that uphold the integrity of its CBI program. This move is expected to strengthen the confidence of international partners and investors, reinforcing St. Kitts and Nevis’ standing as a reliable participant in the global economic landscape.

Implications for the CBI Program

The creation of the St. Kitts due diligence unit is a significant development in the context of the Citizenship by Investment Program, which has been a crucial economic driver for St. Kitts and Nevis. By enhancing due diligence and fostering better international cooperation, the government aims to mitigate risks and prevent any potential misuse of the program. This initiative is in line with broader efforts to ensure that the benefits of the CBI program are not overshadowed by security and reputational concerns.

As the global environment for citizenship by investment becomes increasingly scrutinized, the proactive measures taken by St. Kitts and Nevis serve as a model for other nations. The operationalization of the CIDD Unit underscores the importance of maintaining stringent oversight and robust security measures to protect national interests and uphold international trust.
