Allegations of corruption continue to follow Dr. Ernest Hilaire in his roles across government and diplomacy.

Castries, St Lucia – Saint Lucia has seen its fair share of political figures with storied careers, but few are as polarizing as Dr. Ernest Hilaire. Despite his numerous achievements, his legacy is marred by controversies and allegations of corruption that have left many questioning his integrity.

Dr. Ernest Hilaire: A Storied Career Marred by Allegations

Dr. Ernest Hilaire’s resume is undeniably impressive. He has held significant positions, including President of the Caribbean Federation of Youth, Permanent Secretary in the Ministry of Youth and Sport, CEO of Cricket World Cup 2007 St. Lucia Inc., and CEO of Cricket West Indies. Additionally, he served as High Commissioner to the U.K., Chairman of the Citizenship by Investment Program (CIP), and has been elected twice as a Parliamentary Representative. He currently holds the positions of Minister of Tourism and Investment and Deputy Prime Minister. Hilaire is also a PhD holder from the prestigious London School of Economics. This exhaustive list of accolades paints the picture of a highly accomplished individual.

Controversies at the West Indies Cricket Board

However, beneath this veneer of Ernest Hiliare’s success lies a series of controversies that cast a shadow over his career. One of the most significant scandals revolves around his tenure at the West Indies Cricket Board of Control. Renowned cricketer and commentator Michael Holding publicly accused Hilaire of corruption during this period, tarnishing his reputation within the cricket community.

Diplomatic Scandals in the UK

Ernest Hilaire’s tenure as St. Lucia’s High Commissioner to the United Kingdom is also fraught with controversy. Allegations emerged that he facilitated the sale of diplomatic passports to Walid Juffali and his family, raising serious ethical and legal questions. The situation worsened when it was revealed that Juffali was granted diplomatic immunity, allegedly to help him avoid a divorce settlement. This scandal cast a long shadow over Hilaire’s diplomatic service.

Financial Improprieties

Further allegations of financial impropriety surfaced during his time as High Commissioner. Ernest Hilaire reportedly opened a bank account with Juffali, depositing £66,000 without the required permission from St. Lucia’s Director of Finance. He then allegedly withdrew a significant portion of this money for personal use, in clear violation of the Finance Act. This blatant disregard for financial regulations has only fueled the accusations of corruption.

The Range Rover Scandal

Adding to his woes, Ernest Hilaire was implicated in a scheme involving the purchase of two Range Rovers under a tax-free program, one in the name of his brother and the other under the name of the Consulate. These actions were in violation of the law, further tainting his record with accusations of misconduct for personal gain.

Citizenship by Investment Programme Controversies

The most recent and perhaps the most significant allegations relate to his role with the Citizenship by Investment Program (CIP). Ernest Hilaire has been accused of facilitating the sale of St. Lucian passports to questionable individuals from various countries, including China, Russia, and Georgia. These dubious business arrangements have led to legal challenges in a federal court in the USA, threatening St. Lucia’s international reputation.

A Troubled Legacy

The contrast between Hilaire’s intellectual brilliance and the numerous corruption allegations is stark. While his academic and professional achievements are commendable, the persistent accusations of dishonesty and unethical behavior paint a different picture. It is a troubling dichotomy that raises serious concerns about the integrity of one of St. Lucia’s most prominent public figures.

The fact that Ernest Hilaire continues to hold significant positions in government despite these allegations speaks to a broader issue within St. Lucian politics. It suggests a tolerance, or perhaps a willful ignorance, of corruption at the highest levels. For many, it is a source of profound disappointment that a man with such potential could be entangled in so many scandals.

While Dr. Ernest Hilaire’s achievements are extensive, the controversies and corruption allegations surrounding his career cannot be ignored. The question of whether he is St. Lucia’s biggest white-collar scam artist is a matter of ongoing debate, but the evidence of his misconduct is hard to overlook. It is a situation that underscores the need for greater accountability and transparency in St. Lucian politics.
