BRIDGETOWN, Barbados — The Caribbean Tourism Organization (CTO) has appointed Norris Clement as Deputy Director of Professional Services, a move aimed at strengthening workforce development and professional advancement initiatives across the Caribbean tourism sector.
The appointment positions Clement to support regional tourism education, certification programs, and service excellence initiatives across Caribbean Tourism Organization (CTO) member countries. Officials say the role is designed to help improve workforce readiness and maintain competitiveness as Caribbean tourism continues evolving in a global market.
Clement brings more than 30 years of leadership experience across both the public and private sectors. His expertise includes human resource development, service standards, quality assurance, project management, and business development.
New CTO role puts Norris Clement at center of workforce development
In his new role, Clement will lead efforts aligned with the CTO’s Reimagine Plan, which places a strong emphasis on developing the region’s tourism workforce.
The position involves overseeing programs focused on tourism education, professional training, workforce development, and service quality improvements throughout the Caribbean.
Clement said the opportunity allows him to help prepare tourism professionals for the industry’s future demands.
“As I assume this new role, I am excited to help shape a future-fit and future-forward tourism workforce while strengthening the capacity and competitiveness of the organizations and businesses that power our sector,” Clement said in a statement.
He added that he looks forward to working with partners and stakeholders across the region to expand access to certification, professional learning opportunities, and career development pathways for tourism professionals and entrepreneurs.
CTO expands focus on training and service excellence
A national of Trinidad and Tobago, Clement has held several senior leadership positions across industries and has built a strong reputation for advancing service excellence in tourism.
Among his previous roles was serving as Lead of the Service, Training, Attitude, Respect (STAR) Unit at the Trinidad Tourism Development Company. In that role, he led initiatives aimed at strengthening service delivery standards across the country’s tourism sector.
He also served as Manager of Customer Service and Training at ANSA Rentals, a division of the ANSA McAL Group, where he directed training programs and customer service initiatives within a major corporate environment.
Most recently, Clement served as project manager for the CTO Tourism Human Capital Development Project 2025, an initiative funded by the Caribbean Development Bank. In that role, he provided strategic leadership for the program, coordinating consultants, engaging regional stakeholders, and overseeing implementation.
Tourism leaders say strengthening human capital remains essential as Caribbean destinations compete globally for visitors, investment, and service excellence recognition.
The appointment reflects the CTO’s continued focus on building a highly skilled tourism workforce, alongside broader regional initiatives such as women in Caribbean tourism leadership and other professional development efforts.
