This latest scandal, coupled with his dubious financial activities during his tenure at the British High Commission in the UK, highlights a disturbing pattern of deception and dishonesty.

From May to October 2015, a total of £7,818.25 (approximately EC$33,561.00) was issued in checks to Hilaire, with an additional £23,290.67 (around EC$99,980.00) transferred to a bank account under questionable circumstances. These transactions, conducted without proper oversight or documentation, mirror the fraudulent practices exposed in the CIP scandal. The parallels between these two cases are striking, revealing a consistent pattern of financial mismanagement and deception by a man with many scandals.
