As new allegations emerge from a detailed Citizenship by Investment Programme (CIP) fraud investigation, Hilaire’s reputation as a man with many scandals is solidified. This latest scandal, coupled with his dubious financial activities during his tenure at the British High Commission in the UK, highlights a disturbing pattern of deception and dishonesty.

The Citizenship by Investment Programme (CIP) has become a flashpoint for corruption in Saint Lucia, with Hilaire at the epicenter of its most egregious abuses. Martinez’s testimony implicates Hilaire as a key player in the scandal, accusing him of using his influence to facilitate the issuance of passports in exchange for hefty bribes. The investigation uncovered that Hilaire, along with other high-ranking officials, operated a clandestine network that bypassed the standard vetting processes, allowing individuals with dubious credentials to obtain Saint Lucian citizenship. This abuse of power has not only tarnished the credibility of the CIP but has also posed significant risks to national security.

This pattern is also evident in the audit of the International Maritime Organization (IMO) account, managed by Hilaire during his time at the British High Commission in the UK. The audit uncovered a series of financial irregularities, including unrecorded transactions and missing financial records, suggesting a deliberate attempt to misappropriate funds.

From May to October 2015, a total of £7,818.25 (approximately EC$33,561.00) was issued in checks to Hilaire, with an additional £23,290.67 (around EC$99,980.00) transferred to a bank account under questionable circumstances. These transactions, conducted without proper oversight or documentation, mirror the fraudulent practices exposed in the CIP scandal. The parallels between these two cases are striking, revealing a consistent pattern of financial mismanagement and deception by a man with many scandals.

Hilaire’s involvement in these scandals is not an isolated occurrence but part of a broader narrative of corruption and abuse of power.
