Second Resignation Rocks Saint Lucia CIP Scandal 2024 as Billions Remain Unaccounted

Castries, Saint Lucia — In a dramatic turn of events today, Friday, July 26, 2024, Isa Cyril, the Board Secretary and Lead Legal Counsel for Saint Lucia’s Citizenship by Investment Programme (CIP) Unit, has tendered her resignation. This comes in the wake of mounting scrutiny over the recent Caribbean Galaxy Real Estate Limited scandal, which has drawn significant attention both locally and internationally. Cyril is the latest to step down, following the resignation of CIP Chairman Lorne Theophilus.

Cyril, who has been a key figure within the CIP Unit, announced her departure following a barrage of inquiries from the media concerning the integrity of the CIP operations. Her resignation is seen as a significant blow to the embattled unit, already reeling from accusations of mismanagement and lack of transparency. Cyril’s role involved sitting alongside McClaude Emmanuel and Christopher Paul in Board meetings, making her departure all the more impactful.

The CIP Board, under the leadership of the now-former Chairman Lorne Theophilus and McClaude Emmanuel, approved a controversial real estate contract with Caribbean Galaxy Real Estate Limited. McClaude Emmanuel was named in this lawsuit, which was later amended to include Minister of Tourism and CIP, Ernest Hilaire.
