St Lucia Visa Fraud Exposed: New Developments in Ongoing Investigation

CASTRIES, St Lucia — With the recent election of Donald Trump and his administration’s anticipated tough stance on immigration poised to significantly impact the ongoing investigation, the St Lucia visa fraud scandal involving high-ranking St Lucian officials is under renewed scrutiny. The urgency to address these allegations has never been greater, especially with the newly appointed Acting Commissioner of Police, Verne Gard, at the helm, and a potential overhaul of US Embassy personnel in Barbados on the horizon this coming January.

Recent revelations by Prime Minister Philip J. Pierre have added a new twist to the ongoing scrutiny surrounding Housing Minister Richard Frederick. During a press conference, Pierre confirmed that the United States government had reinstated Richard Frederick’s diplomatic visa after over a decade of speculation about its initial revocation in 2011. Frederick, who was a member of a previous UWP Cabinet at the time, and expelled by the Allen Chastanet leadership, had long faced criticism over the visa issue, with opposition figures often using it as a point of attack.

“You believed your own propaganda that his visa was taken away and he never got it back,” Pierre remarked in response to critics, adding that Richard Frederick has now been granted a diplomatic visa valid for over five years. Pierre also dismissed claims that Frederick’s return to the US in July 2022 for government business involved any impropriety. “He went on holiday, he paid his own money, and he used his friend’s card,” Pierre stated. He defended Richard Frederick against what he described as disinformation and “propaganda” spread by opposition forces, including allegations of corruption and political interference.

But did Richard Frederick really get his visa back? If so, why hasn’t Prime Minister Philip J. Pierre disclosed the classification of the visa or the terms under which it was granted? Was it indeed a full diplomatic visa, as implied, or was the reinstatement conditional and restricted in scope? These are questions the public deserves answers to, particularly given the vague and evasive nature of Pierre’s comments in the interview. The Prime Minister’s response has raised eyebrows, with many finding it suspect and unsatisfactory in light of the ongoing scrutiny surrounding Frederick’s visa status.

The reinstatement of Richard Frederick’s visa – More Questions than Answers.

The reinstatement of Frederick’s visa has added fuel to the fire of an already controversial case. Critics have pointed out the longstanding lack of transparency surrounding the original revocation of Richard Frederick’s visa in 2011 by the US State Department. To date, no official reason has been disclosed, leaving questions unanswered and rumors circulating, particularly among Richard Frederick’s political opponents.

The St Lucia visa fraud allegations extend beyond Frederick, however, as the case also implicates Dax Norville, a convicted murderer who escaped lawful custody and is now linked to government officials. Our initial investigation, unveiled in April 2024, has sparked critical questions: How was Dax Norville able to acquire a US visa despite his murder conviction and dramatic escape from incarceration? Were Dax Norville and Richard Frederick’s police records illicitly scrubbed by corrupt elements within the Royal Saint Lucia Police Force? With significant investigation files reportedly missing and sensitive information leaked, these questions demand answers.

This case continues to raise troubling questions. How was Dax Norville, convicted of murder and known to have escaped lawful custody, able to secure a US visa? Were the police records of Norville and Richard Frederick deliberately scrubbed by corrupt elements within the Royal Saint Lucia Police Force to facilitate their travel? With major investigation files disappearing from police custody and sensitive information reportedly leaking to figures like Frederick, who boasts openly about such access on his Thursday talk show Can I Help You, the public is left wondering: who truly holds the reins of power in this troubling scenario?

Further revelations suggest that Dax Norville and Richard Frederick might be involved in a larger money laundering network, using business ventures as fronts. This not only implicates them but potentially other government officials, threatening the integrity of national programs like the Citizenship By Investment program, intended to support economic growth but possibly exploited for corrupt purposes. Critics have long warned that the lack of stringent oversight in such programs could leave them vulnerable to abuse, and this scandal underscores those fears.

The lack of decisive action from the local government has eroded public trust, particularly at a time when global eyes are scrutinizing our nation due to shifts in US foreign policy. Known for his stringent immigration policies, President Trump’s administration may scrutinize visa fraud cases more closely, emphasizing the need for St Lucia to address these St Lucia visa fraud allegations promptly to maintain its international standing.

As we navigate this precarious political climate, our commitment to uncovering the truth remains unwavering. Should the local response continue to be inadequate, we are prepared to escalate our concerns directly to the new US Embassy personnel in Barbados. The integrity of our judicial and governance systems, and our relationship with international allies, hang in the balance. Observers warn that failure to act decisively could result in reputational damage not only for the individuals involved but also for St Lucia as a whole, potentially impacting international partnerships and foreign investments.

We now urge the Ministry of Foreign Affairs to break its silence and inform the nation about what they know regarding this troubling situation. Covering up for politicians is not only detrimental to the transparency required by their office but is also not in their best interest. Politicians come and go, but the consequences of such actions could leave indelible marks on those who serve in these ministries. The ministry must realize that the truth will invariably surface, and they would be prudent to act and speak out now, rather than face potential repercussions in a future where these political figures may no longer hold power.

We urge Commissioner Gard to act decisively. The St Lucian public deserves transparency and accountability, especially as the implications of this scandal could impact international law and diplomatic relations significantly. The Commissioner must use his new position to rebuild public trust and ensure that those responsible for any wrongdoing are brought to justice.

As this story unfolds, we encourage all citizens to stay vigilant, demand accountability, and engage in shaping the discourse that will determine the future of our governance. The actions of our local officials in the coming days will either reinforce our commitment to upholding the rule of law or expose systemic weaknesses that could undermine our democracy for years to come. The implications of inaction cannot be overstated; this is a defining moment for St Lucia’s leadership.
