Tragic Letcher County Courthouse Shooting: Kentucky Sheriff Charged with Murder of Judge Kevin Mullins

Letcher County, Kentucky – In a shocking and tragic incident, Sheriff Shawn M. Stines has been charged with the murder of District Judge Kevin Mullins, following a fatal shooting inside the Letcher County Courthouse on Thursday, September 19, 2024. The event has left the tight-knit Appalachian community grappling with the sudden loss of a well-respected judge.

According to Kentucky State Police, the shooting occurred after a heated argument between Sheriff Stines, 43, and Judge Mullins, 54, inside the judge’s chambers. Authorities were called to the scene after reports of gunfire at around 3:00 p.m. When officers arrived, they discovered Judge Mullins with multiple gunshot wounds. Despite attempts to save his life, he was pronounced dead at the scene. Sheriff Stines was immediately arrested without resistance and has been charged with first-degree murder​(Peoplemag)​(Voice of America).

A Beloved Judge Lost

Judge Kevin Mullins had served Letcher County as a district judge for over a decade. Appointed in 2009 and later elected to the position, Mullins was known for his deep commitment to justice and his work on substance abuse recovery programs. He played a key role in the development of Addiction Recovery Care, a program that provided support to individuals struggling with addiction, and his efforts had a lasting impact on the lives of many in the community​(Peoplemag).

Judge Mullins presided over a range of cases, from misdemeanors to civil disputes, and was respected for his fair and compassionate rulings. He was also involved in programs aimed at reducing the opioid crisis, working to rehabilitate individuals through treatment rather than punitive measures. The shooting has deeply affected the small community of Whitesburg, where both Sheriff Stines and Judge Mullins were prominent public figures. Local prosecutor Matt Butler, who is related to Judge Mullins by marriage, recused himself from the case, citing personal and family ties. “Judge Mullins and I married sisters, and our children are like siblings,” Butler explained in a public statement. “This is a profound loss for our family and our community”​(Voice of America).

The case will be handled by Kentucky Attorney General Russell Coleman, who promised a thorough investigation into the circumstances surrounding the shooting. Coleman assured the public that justice will be pursued, stating, “This was a tragic and violent act, and we are committed to getting to the truth of what happened”​(Voice of America).

Governor Andy Beshear expressed his condolences to the community, describing the incident as “a devastating loss.” In a statement released on social media, Beshear said, “There is far too much violence in this world, and I pray for a path to a better tomorrow”​(Peoplemag). The governor’s words echoed the sentiments of many residents, who are struggling to comprehend how such a tragedy could occur within the walls of their local courthouse.

Kentucky Supreme Court Chief Justice Laurance B. VanMeter also reacted to the news, saying, “The judicial community is shaken by this senseless act of violence, and our thoughts are with Judge Mullins’ family and the people of Letcher County.”

The courthouse was closed the day after the shooting, and local schools were briefly placed on lockdown. The residents of Letcher County, a rural region nestled in the Appalachian Mountains, are still coming to terms with the sudden and violent death of a judge who was considered a pillar of the community. Many who knew Judge Mullins spoke of his compassion, professionalism, and dedication to the betterment of the county.

As the investigation continues, authorities have not yet provided a motive for the shooting. Sheriff Stines remains in custody and will face trial in the coming months.
