Transparency concerns mount as UWP blast government over handling of Halls of Justice project.

Castries, Saint Lucia – The United Workers Party UWP blasted the government and issued a scathing condemnation of the Saint Lucia Labour Party (SLP) Government’s handling of the new Halls of Justice project, accusing the administration of secrecy and financial mismanagement. The UWP’s concerns highlight significant issues surrounding transparency, public accountability, and the potential long-term financial burden on the nation.

On April 19th, the government held a sod-turning ceremony for the Halls of Justice project, but the event was conducted without the presence of local media. This move has drawn sharp criticism from the UWP, which argues that such actions undermine the principles of openness and accountability fundamental to a democratic society. Instead of engaging local journalists, the government chose to disseminate details through the Trinidad Guardian, raising questions about the administration’s commitment to transparency.

Exorbitant Costs and Lack of Justification

According to the UWP, the projected cost of the new Halls of Justice is an alarming US$61 million (EC$162 million) for a 33,000 square foot facility. This translates to an approximate cost of $4,930 per square foot, which is significantly higher than any construction project previously undertaken in Saint Lucia. The party argues that such a financial decision, involving substantial public funds, requires thorough public scrutiny and justification. However, the government has remained silent on the issue, further fueling concerns over the project’s management.

The UWP claims that the excessive costs will lead to an increase in the country’s debt, thereby imposing a heavy financial burden on Saint Lucians. This, they say, will stifle economic growth and negate the upward trajectory established by the previous UWP administration, which saw record tourism arrivals and job creation until July 2021.

Concerns Over Tendering Process and Financing

Adding to the controversy is the absence of a transparent tendering process for the project. The financing arrangement, conducted through Republic Bank, deviates from traditional procedures that typically involve the National Insurance Corporation (NIC) and the National Insurance Property Development and Management Company (NIPRO). The UWP questions why representatives from NIC and NIPRO were present at the ceremony if they were not involved in the financing arrangement, suggesting an attempt to mislead the public about the project’s financial underpinnings.

The party insists that the government must clarify these discrepancies and provide comprehensive details about the financing and operational plans for the Halls of Justice. This transparency is essential to ensure that the project is managed responsibly and in the best interest of the public.

Location and Logistical Concerns

The UWP also criticizes the chosen location for the Halls of Justice, situated in the heart of Castries. The party argues that this site will exacerbate existing traffic congestion and create additional parking challenges. Moreover, the proximity to vital city infrastructure, including the landmark Cathedral of the Immaculate Conception and the CDC Buildings, raises concerns about potential structural impacts due to proposed piling activities.

In their press release, the UWP demands that the government disclose all aspects of the Halls of Justice project to the public. They call for a transparent and competitive process that ensures fairness and prudent management of public resources. The party emphasizes its commitment to holding the government accountable and insists on a governance approach that upholds integrity and responsible resource management.

Secrecy and Mismanagement Shrouds Government’s Halls of Justice Project

The United Workers Party (UWP) strongly condemns the Saint Lucia Labour Party (SLP) Government for its ongoing pattern of secrecy and mismanagement concerning the new Halls of Justice project. On April 19th, a sod-turning ceremony was held, shrouded in secrecy with no local media invited, contrary to the principles of transparency and accountability expected in a democratic society.

As is typical of this SLP administration, they opted to manage public communication through controlled narratives, excluding our local journalists while details of the project were released to and published by the Trinidad Guardian. According to reports, the new Halls of Justice, with a staggering price tag of US$61 million or EC$162 million, not including financing cost, for a 33,000 square foot facility, equates to an exorbitant cost of $4,930 per square foot. This cost is nearly ten times the construction cost of the most expensive building previously erected in this country. Such financial decisions with serious implications for all Saint Lucians, warrant public scrutiny and justification, yet our Government remains silent and excludes the media.

Once again, inexplicable and exorbitant debts are being accrued by this Government which will burden the taxpayers of this country for the foreseeable future. This indiscriminate debt assumption and uncontrolled spending will cripple our people by stifling the opportunities for economic growth laid down by the UWP administration when it left office in July 2021 where the economy was on a clear upwards trajectory with record tourism arrivals and job creation.

Even more concerning is the lack of a tendering process and the financing arrangement through Republic Bank, which has deviated from the customary procedures involving the National Insurance Corporation (NIC) and the National Insurance Property Development and Management Company (NIPRO). Why were representatives from NIC and NIPRO present at the ceremony if not to mislead the public about the nature of their involvement? Clarification must be provided to the Saint Lucian public on these issues.

The chosen location in the heart of the city deviates from previous plans that considered traffic flow, accessibility, and logistical efficiency. The new site near vital city infrastructure will likely result in heavy congestion, already an issue in Castries, more challenges relating to parking, and potential structural impacts on neighboring buildings as result of the proposed pilling, including our landmark Cathedral of the Immaculate Conception and the remaining CDC Buildings.

The United Workers Party demands immediate transparency about the financing and operational details of this project. We call on the Government to disclose all aspects of the Halls of Justice project to the public and to engage in a process that respects the principles of fairness, competitiveness and prudence so the public is satisfied.

The UWP remains committed to holding the Government accountable and insists on a governance approach that upholds the integrity and responsible management of public resources. The people of Saint Lucia deserve no less.
